The Haryana Civil Services (HCS) Examination is conducted by the Haryana Public Service Commission (HPSC) for recruitment to prestigious administrative roles within the state government. The exam is held annually and is considered one of the most challenging state civil services exams in India, requiring thorough preparation and dedication.

HCS Exam Pattern

The HCS exam consists of three stages designed to comprehensively assess the candidate’s capabilities:

  1. Preliminary Examination (Objective Type):

    • Conducted on a single day in two shifts.

    • Two compulsory papers: General Studies-I and Civil Services Aptitude Test (CSAT).

    • Each paper lasts 2 hours with a 3-hour gap.

    • General Studies paper is scored to shortlist candidates; CSAT is qualifying with a minimum 33%.

    • Negative marking of 1/4th for incorrect answers.

  2. Main Examination (Descriptive/Written):

    • Four papers, each 3 hours long:

      • Paper I: English (including essay) – 100 marks

      • Paper II: Hindi (including essay in Devanagari script) – 100 marks

      • Paper III: General Studies – 200 marks

      • Paper IV: Optional Subject – 200 marks

  3. Interview/Personality Test:

    • Candidates thrice the number of available vacancies are shortlisted based on Mains scores.

    • Interview carries 75 marks assessing personality, communication, and suitability for civil services.

Final selection is based on combined marks of the Mains and Interview (total 675 marks).

Preliminary Examination Syllabus

The Preliminary Exam has two papers – General Studies and CSAT (Civil Services Aptitude Test). It is primarily a screening test.

Paper I: General Studies

  • General Science (Basic Physics, Chemistry, Biology)

  • Current Events of National and International Importance

  • History of India and Indian National Movement

  • Indian and World Geography

  • Indian Polity, Constitution, Economy, and Society

  • General Mental Ability and Analytical Skills

  • Haryana Specific Topics: Economy, People, Language, Social and Cultural Institutions

Paper II: Civil Services Aptitude Test (CSAT) – Qualifying Paper

  • Reading Comprehension (English and Punjabi)

  • Interpersonal and Communication Skills

  • Logical Reasoning and Analytical Aptitude

  • Decision-Making and Problem Solving

  • Basic Numeracy (Class X Level)

  • Data Interpretation including charts, graphs, tables

  • Minimum Qualifying Marks: 33%

Note: The Preliminary Exam carries negative marking of 0.25 marks per wrong answer in General Studies.

The Mains exam consists of four papers, descriptive in nature.

Paper I: English Language (100 Marks)

Paper II: Hindi Language (100 Marks, Devanagari Script)

  • Translation (English to Hindi)

  • Letter and Precis Writing

  • Essay Writing on Given Topics

Paper III: General Studies (200 Marks)

  • Modern Indian History, Freedom Struggle, and Post-Independence Developments

  • Social, Economic, and Cultural Issues of Haryana

  • Environmental Studies and Ecology

Paper IV: Optional Subject (200 Marks)

Interview / Personality Test

  • Conducted for candidates shortlisted in the Mains exam.

  • Carries 75 marks.

  • Evaluates communication skills, personality traits, mental alertness, and suitability for civil services.

  • The final merit list is prepared based on marks obtained in Mains and Interview.
